Synopsis
Integrates Fair load balancing algorithm that runs across all worker processes, so this is more accurately than making decisions just on single worker process.

Enhancements
Support Dynamic DNS Resolve in Upstream and Server Health Monitor features, that is, when using these two features, you can choose fair algorithm.
